Ukraine Energy Support Fund

The Fund is the total of all donations made to Ukraine (represented by the Ukrainian Ministry of Energy), which donors transferred to an Austrian bank account for particular purposes. The Ukrainian energy sector has already received a lot of assistance from governmental and private sources in its fight to keep the lights on and the heat on. The Fund intends to support these initiatives by lending money to energy companies that lack the resources to pay for their most important purchases.

The Energy Community Secretariat established the Ukraine Energy Support Fund's legal structure to mitigate the effects of the Russian invasion in response to a request from the European Commission and with the consent of the Ukrainian Ministry of Energy.

A complete list of qualifying energy firms in Ukraine, both public and private, is maintained and updated by the ministry of energy of that country. The list of qualified businesses to receive payments from donors' contributions can be further trimmed.

An energy company in Ukraine would typically employ its established supply lines, markets, and procurement regulations. Since this is impossible during a war, international governmental procurement organizations with agreements with the Ukrainian Ministry of Energy will support the purchase of goods, fuels, or services. The process becomes more transparent as a result. The time for procurement through these entities is highly constrained due to the urgency. The selected supplier and the Ukrainian energy business will immediately negotiate the terms of the supply agreement.
