Adoption of the National Renewable Energy Action Plan for Albania

Compliance with the Renewable Energy Directive 2009/28/EC

In Jan 2016, the National Renewable Energy Action Plan was adopted by Albania's Council of Ministers as required by the Renewable Energy Directive 2009/28/EC. Its submission to the Secretariat of the Energy Community is pending.
The main points are the implementation of the NREAP, support schemes, cooperation mechanisms, administrative procedures, grid access and operation of the grids, and guarantees of origin.
Operational support is applied only to electricity from hydropower. Currently no other renewable energy is supported. Adequate support mechanisms for energy from renewable sources like wind, biomass, solar PV as well as for energy from renewable sources used for heating and cooling and transport remain to be implemented.
Cooperation between Albania and Contracting Parties or EU Member States should be established in order to reach the 2020 targets.
In order to comply with the 2015 Power Sector Law and to support renewable energy projects the National Centre for Energy Applications was installed.
In the tranport sector a monitoring and certification scheme is needed in order for the existing Law on the Production, Transport and Trade of Biofuels and other Renewable Fuels in Transport (2008) to be compliant with Directive 2009/28/EC.
