Annual Implementation Report 2023: Serbia emerges as the top performer, Ukraine and Moldova make strides in reforms

In the annual implementation report, which shows the implementation of contracting parties in the period from November 2022 to October 2023, Serbia is the is the best ranked country, followed by Montenegro and Ukraine.

With the revised Energy Law, Serbia has made progress by by establishing the basis for the compliant unbundling of electricity and gas transmission system operators. Therefore, Serbia is considered the biggest pioneer in the field of decarbonization. Ukraine and Moldova have continued their remarkable success record in electricity and gas market reforms. Ukraine certified the operator of the gas storage system in line with the Energy Community Gas Regulation and adopted a series of secondary legislation enabling the implementation of REMIT. The certification of the electricity transmission system operator is the main milestone of implementation in Moldova in 2023. Expectations are high for all contracting parties to catch up in 2024.
