Romania unveils draft law to develop 3 GW of offshore wind by 2035

The proposed framework enables the tendering of 3 GW of offshore wind capacity in the Romanian Black Sea, which should be operational by 2035.

The draft law, which was put up for a 30-day consultation, would notably award Contracts for Difference (CfDs) to winning projects. The CfD scheme will be developed by 1 January 2027, including the procedures for granting the concession and the exploration permit for offshore sites through direct award and through auction. Romania Minister of Energy Sebastian Burduja said, “The offshore wind potential in the Black Sea is huge… We are talking about a technical potential of more than 75 GW according to the estimates from the World Bank. Offshore wind is a major tool for Europe’s goal of reducing dependence on fossil fuel imports and decarbonisation. I have said since taking office that, in addition to safe and cheap energy, I also want green energy.” Wind accounts for 15% of Romania's installed capacity, with 3 GW (2021). More than 6 GW of wind projects are currently under development in the country.
