Slovakia and Ukraine reached agreement on joint sharing of congestion revenues

On July 14, 2023, an agreement was reached between the transmission system operators (TSOs) Ukrenergo and SEPS of Ukraine and Slovakia on congestion revenue sharing in unilateral auctions.

The TSOs conduct unilateral capacity auctions on the interconnectors linking their systems. This agreement will resume electricity exports from Ukraine to Slovakia, which had been suspended since April 21, 2023, due to a lack of agreement on revenue sharing. Electricity markets in Ukraine have lower prices than European Union member states. Ukrenergo signed the agreement yesterday with the approval of the Ukrainian regulator NEURC. In the future, Ukrenergo and neighboring TSOs will jointly conduct cross-border capacity auctions at all borders, made possible by amendments to the Electricity Market Law and national tax legislation in Ukraine.
