Ukraine: Macro-financial assistance from the EU

The European Commission has adopted a proposal to provide Ukraine with €18 billion of support in the form of loans in 2023 through a new Macro-Financial Assistance (MFA) instrument, on November 9th, 2022.

The European Commission has adopted a proposal to provide Ukraine with €18 billion of support in the form of loans in 2023 through a new Macro-Financial Assistance (MFA) instrument, on November 9th, 2022. As part of the Union's extraordinary support to Ukraine, following Russia's aggression, the Commission proposed in July 2022 a new €1 billion MFA operation for Ukraine in the form of a highly concessional long-term loan, as the first part of the exceptional MFA support of up to €9 billion. On September 7th, 2022, the Commission proposed a new MFA operation of €5 billion in loans under the exceptional MFA package. In February 2022, the Commission adopted a proposal for a Decision on providing a new emergency MFA of up to €1.2 billion in loans, to be disbursed in two equal instalments.
