Auction Model for renewables needs improvements according to International Conference in Ukraine

On February 21, the State Agency for Energy Efficiency and Energy Saving together with the International Renewable Energy Agency (IRENA), the People's Deputies of Ukraine and the Support for reforms in Ukraine by the Kingdom of Great Britain, organized a joint international conference on the topic "Auction Support Scheme in Ukraine for Renewable Energy Deployments".

International and national experts reviewed three issues: the key aspects of the implementation of the auction support scheme in Ukraine, the international auction experience, the forecast of the auction support scheme`s impact on the investment climate. The experts expressed their recommendations, shared their experiences with studies and learned lessons from other countries. Members of the European-Ukrainian Energy Agency actively participated in discussions and expressing their own concerns about the design of the auction in the draft law 8449-d. There are a number of issues that require additional coordination with the Ukrainian authorities, and work on this continues. This is precisely about the risks that auctions may fail, due to the low level of qualification and financial stability of auction participants and some other issues. The European-Ukrainian Energy Agency has already prepared a position on this issue, and sent it to the Deputies of the Verkhovna Rada of the Fuel and Energy Complex.
