Ukraine Parliament takes first step to introduce renewable energy auctions

On December 20, 2018, the Ukrainian Parliament adopted at first reading the draft law "On Amending some laws of Ukraine on ensuring competitive conditions for the production of electricity from alternative energy sources" No. 8449-d (the "draft law").

On December 20, 2018, the Ukrainian Parliament adopted at first reading the draft law "On Amending some laws of Ukraine on ensuring competitive conditions for the production of electricity from alternative energy sources" No. 8449-d (the "draft law"). The bill will run from January 1, 2020 auctions, and the new incentive system will be valid for 20 years. The new auction system applies to the following: in 2020 for wind turbines (WPP) over 20 MW; for other renewable energy sources (RES) over 10 MW, 2021 and 2022 for WPP over 20 MW, for other RES over 5 MW, from 1 January 2023 - for WPP over 3 MW (or one wind turbine), for other renewable energies above 1 MW. The above institutions are best placed to allocate quotas. Projects commissioned prior to 31 December 2019 or projects having completed preliminary PPAs prior to 31 December 2019, provided that the company has land rights, grid connection agreement and planning permission, remain in the "green" tariff system.
