Bulgaria to begin CO2 emissions trade in 2010
Bulgaria’s Environment Minister, Nona Karadzhova, announced that Bulgaria will finally launch the long-delayed trade in European Union carbon emissions permits early 2010 after the EU’s executive Commission approves its revised 2008-2012 carbon plan.
Industry groups and emissions traders have criticised the previous Socialist-led government for being too slow in allocating the permits (EUAs), for a lack of transparency and repeatedly failing to meet the Commission's requirements.
The new centre-right government that won July 2009 elections has quickly started revising the 2008-2012 national plan that was rejected by Brussels , which annually allocates 42.3 million EUAs, each equivalent to a tonne of carbon dioxide (CO2), to some 130 Bulgarian industrial installations.
Kardzhova further stated that Bulgaria is working to make this plan a reality by the end of 2009, so that Bulgarian companies will be able to take part in the ETS from 2010 onwards.
