Public administration
Ministry of Economy
The Ministry of Economy is responsible for energy policy. Improving energy efficiency, increasing security of supply and developing competitive markets for fuels and energy, introducing nuclear power, increasing the use of renewable sources and reducing the impact of energy on the environment – these are the priorities of "Poland's Energy Policy until 2030" developed by the Ministry of Economy.
Within the Ministry of Economy the Energy Department is responsible for the implementation of tasks related to shaping the energy policy and regulatory environment in the scope of power and heat engineering sectors, coordination of shaping the energy policy and safety of functioning of national power and heat engineering systems.
The Energy Carriers Diversification Department within the Ministry of Economy is responsible for handling issues related to energy carriers diversification and energy sources diversification.
Ministry of Treasury
The Ministry of Treasury is involved in the restructuring of (public) energy companies.
Ministry of the Environment
The Ministry of the Environment is the institution responsible for the creation and implementation of Poland's climate policy, inventories of greenhouse gas emissions and sinks, their reporting and verification.
Ministry of Finance
The Ministry of Finance is to some extent responsible for regulating end-use energy prices and for providing funds for state energy enterprises.
Polish National Energy Conservation Agency (KAPE)
KAPE is a non-profit national organisation with a public service character operating in the field of rational energy use and renewables, linking governmental and non-governmental organisations with regulatory bodies, the energy distribution sector and end-users. Founded in 1994 as a joint stock company. The strategic aim of KAPE is to develop and promote governmental, regional, local and individual initiatives on energy efficiency and renewable energy sources utilisation. The experience, including present activity, of KAPE concerns mainly the areas as follows:
- energy policy and planning on local and regional levels;
- housing and sustainable building environment;
- thermo-renovation of buildings and heating systems;
- energy from renewable resources;
- district heating;
- energy efficiency in the industry.
KAPE addresses different market actors, governmental bodies, local authorities, utilities, industry representatives, equipment manufacturers and ESCO's by provision of seminars, workshop and by publications promoting innovative energy efficiency technologies (i.e. CHP, renewables) and new accompanying measures to exploit further energy saving and renewables potential.
Besides KAPE, there are also several non-governmental organisations involved in the promotion of energy conservation. A list of regional and local energy agencies can be found on the Managenergy Website.
KAPE is a member of the European Energy Network (EnR).
Energy Regulatory Office (URE)
The Energy Regulatory Office (URE) is the independent regulatory authority created in 1997 to coordinate the energy sector and its prices. It issues operating licenses and monitors developments in prices and tariffs. It has also duties in the promotion of energy efficiency.
National Atomic Energy Agency (NAEA)
The National Atomic Energy Agency (NAEA) is the regulatory authority in Poland in reference to all issues of Atomic Energy.

Polish Power Exchange (Towarowa Giełda Energii S.A.)
Polish Power Exchange was created in 1999 and is a public trust institution. The complete liberalization of the electricity market - which became unavoidable in Poland - is creating the need to build a market mechanism for setting the electricity prices. The Polish Power Exchange is creating the commodity and financial markets and they ensure transparency of transactional procedures and pricing. They are offering the possibility to determine an objective market price, being a reference for other transactions concluded on the electrical power market.
In mid 2010, all clearing transactions will be taken over the newly established Izba Rozliczeniowa Giełd Towarowych (Commodity Exchange Clearing Chamber), created by Towarowa Giełda Energii S.A. (49% of shares) and Krajowy Depozyt Papierów Wartościowych S.A. (National Securities Deposit) with 51% of shares.
Institute of Urban Development (IRM)
The Institute of Urban Development (IRM) contains a tradition and achievements in the areas of research and practical application of research results obtained in land management, environment shaping and protection, municipal and housing economies, building and real-estate management.
Polish Biomass Association (POLBIOM)
POLBIOM is a non-governmental, non-profit organisation which is situated at the Instytut Budownictwa, Mechanizacji i Elektryfikacji Rolnictwa (IBMER). Their objective is to promote the use of biomass in non-food applications in accordance with the sustainable development paradigm.
APE - Agencja Promocji Energii Sp. z o. o.
APE, (formerly Agencja Promocji Poszanowania Energii Sp. z o. o - Agency for Energy Conservation, founded in 1996), collaborates with polish generating plants, producers of renewable energy and fluid fuel, furthermore with energy-heat-related companies and producers of machinery, tools, computer systems used within the polish energy sector.
APE also arranges tradeshows and exhibitions, which intend to reach polish and international producers of energy and equipment, distributors and parties serving the environmental protection.
In cooperation with professors and institutes from the academy of economy in Wroclaw (dt. Breslau) APE is organizing post gradual-studies, seminars and scholarships for people employed in the energy branch.

Association of Polish Energy Actors at Local and Regional Level - EC BREC/IBMER - EC Baltic Renewable Energy Centre
EC Baltic Renewable Energy Centre (EC BREC) is a scientific-research institution dealing with all aspects of renewable energy in Poland. The Centre was established in 1994 by the European Commission within the Fourth Research, Technical Development and Demonstration Framework Programme. In 1997 the Centre became a part of the state Institute for Building, Mechanisation and Electrification of Agriculture (IBMER), which is the main research and development unit of the Ministry of Agriculture in agricultural and power engineering.
A decision of the Council of Ministers made EC BREC responsible for implementation of the state policy on renewable energy sources.The mission of EC BREC is to stimulate development of the utilisation of renewable energy sources (RES) in Poland by means of scientific research, assistance with the creation of proper policies, strategies and plans, promotion of RES technologies and support to the implementation of RES projects.
EC BREC offers promotion and advice on specific issues relating to all major renewable energy technologies (especially wind energy, biomass DHP/CHP, biogas/landfill gas, biofuels for transport, solar thermal, PV, geothermal heating and small hydro).
BAPE - Baltycka Agencja Poszanowania Energii SA - Baltic Energy Conservation Agency
Baltic Energy Conservation Agency was founded in January 1996 in order to implement the principles of sustainable development, to promote renewable energy sources and to improve energy efficiency. Agency cooperates with local authorities, companies manufacturing biofuels, producers of thermal energy and its consumers.
BAPE activities are aimed at the implementation of EU Directives on energy conservation and dissemination of state-of- the art, ecologically friendly technologies in the energy sector. Their activities include consultancy and expertise services as well as educational and training services in the area of rationalisation of energy use and of renewable energy sources utilisation.
BAPE also participates in numerous European projects concerning energy conservation within the “Intelligent Energy Europe” Programme of the European Commission.
National Energy Conservation Agency (NAPE)
The National Energy Conservation Agency (NAPE) was set up in 1994 as an initiative of Energy Conservation Foundation (FPE) . The Agency was created with an aim of popularizing efficient and rational energy usage, above all in the building sector, and to spread the principles of sustainable development.
Polish Foundation for Energy Efficiency (FEWE)
The Polish Foundation for Energy Efficiency (FEWE) is an independent, non-profit, environmental non-governmental organisation created in the beginning of 1991. FEWE concentrates its activities on:
- Studies of aspects of the global economy that influence the situation in Poland.
- Studies and analyses to support energy efficiency nationally, regionally and on a local scale.
- Support for entrepreneurship, including joint ventures with foreign companies as well as transfer of energy efficient materials, technologies and know-how.
- Training, consulting and the implementation of demonstration and pilot projects.
- Public education.
On the research and education side FEWE co-operates closely with the University of Mining and Metallurgy in Krakow, notably with the Faculty of fuels and Energy.
Polish Network Energie-Cités
The Polish Network "Energie-Cites" (in Polish language) strives to promote the rational and more efficient use of energy, particularly in the areas which can be influenced by the local authorities, including: heating, gas and electricity supply, transport, local industry. The activities of the Network focus on two main areas: exchange of information and experience, common lobbying and support for energy efficiency policies.
In 2010, the Polish Network received for the second time the prestigious title ‘Partner of Climate’, which is granted by the Polish Ministry of Environment.
