Preliminary Note
State operates as the Republic of Montenegro.
The outcome of the referendum on May 21, 2006 was that the majority of the Montenegrin population voted in favour for an independent state.
Government of the Republic of Montenegro
According to the constitution of the Government of the Republic of Montenegro there are several Ministries related to energy and environmental protection:
Ministry for Economic Development – Energy Sector
- Monitors the situation within the energy sector
- Production trends and business results
- Research and plan preparations as input for energy strategy development proposals
- Responsible for conducting certain Laws such as the Mining Law ("Official Gazette", Nr. 28/93).
- The Ministry was responsible for proposition for an energy law (see Energy policy).
Ministry of Environmental Protection and Physical Planning
Main activities:
- Monitoring the status of the environment
- Suggesting measures for environmental protection and quality improvement
- Preparing and analyzing data, determining environmental standards
The sector for providing general environmental policy is responsible for:
- Suggestion and creation of the basis of environmental policy and the monitoring of its realization
- Monitoring and eco-management systems
- Coordination of international cooperation, international contracts and conventions
- Cooperation with domestic environmental non-governmental organizations and civil society in purpose to implement environmental policy of Montenegro
Ministry for Environmental Protection and Agency for Environmental Protection
Energy Related Organisations
Regulatory Energy Agency of the Republic of Montenegro
Regulatory Energy Agency of the Republic of Montenegro was founded in 2004, according to the Energy Law. The agency is independent and a non-profit organization with public authorization. The agency runs a budget, independent from the state budget. Most of funds arise from incomes for issuing licenses. The agency monitors and controls the operations of subjects within the energy sector.
The main activities include: bringing up regulations and rules needed for conducting the obligations arising from Energy Law; implementation of Energy Law; revision and approval of market regulations, grid codex, conditions and terms for connecting and access to grid; issues licenses within energy sector (production, generation, distribution and sale of electricity); creates tariffs and prices in accordance to Energy Law; Participates in preparation and implementing regulations within the energy sector.
