Responsibilities in the Administration

Public administration

Moldova’s state energy institutions have been undergoing substantial restructuring in the period between 2000 and 2008. In 2000, Industry and Energy Ministries were one entity, in 2001 they became two separate Ministries and in 2005 merged again. In 2008, the Ministry of Industry and Infrastructure previously in charge of energy was dissolved, and the Ministry of Economy and Commerce has taken over the responsibility of the energy sector.

The Ministry of Economy and Commerce (MEC)

MEC has an Energy Department that supervises the energy sector. The Energy Department is responsible for energy policy in the following context:

  • development and monitoring of concepts and strategies, and program implementation in the energy sector at both national and regional level;
  • participation in the elaboration and implementation of measures on energy security;
  • elaboration of technical regulations;
  • organisation and coordination of legislative drafts and normative acts;
  • elaboration of medium term and long term programs and investment projects for the energy sector development and its departments in cooperation with energy enterprises and other stakeholders;
  • defininition of policies for gas pipeline development;
  • defininition of general import, export and transit of electric energy, gas, oil products and other fuels;
  • coordination of activities for energy efficiency and supervisation of the responsible bodies;
  • establishing international cooperation for the energy sector.

The Ministry of Local Public Administration

The Ministry of Local Public Administration is a central specialized body of public administration. which is responsible for:

  • monitoring the enforcement of the provisions enshrined within the programs for enhancing and fortifying local public administration, developed in line with the Government Activity Program, European Council standards and assuring the fulfillment of strategies and programs in its field of activity;
  • initiating and facilitating actions for attracting investments meant for the fulfillment of programs and action plans at local level;
  • suggesting development of financial-crediting mechanisms meant for implementing local and regional development programs;
  • promoting the implementation of new technologies and new practices in its field of activity.

The Ministry of Ecology and Natural Resources

The Ministry of Ecology and Natural Resources deals with the climate change issues.

The Ministry of Construction and Territorial Development

The Ministry of Construction and Territorial Development is responsible for elaborating the state policy in construction, urban design, territorial development, production of construction materials, housing and the construction of roads.

The Agency for Energy Efficiency (AEE)

The National Agency for Energy Conservation (NAEC) was established in 1994, however it had to stop its activities in 2006 due to its restructuring. In July 2007, the Agency was relaunched and renamed as the Agency for Energy Efficiency according to the Law on Renewable Energy Sources. In 2008, the Law on Energy Conservation is in an amendment process in order to comply with the Law on Renewables. The Regulation of the EE Agency is currently under development.

Institute of of Power Engineering of the Academy of Sciences of Moldova (IPE ASM)

IPE ASM is a governmental organization and performs research in the field of power end electrical engineering. The main directions of research are: energy security and efficiency of functioning of a power complex of Republic of Moldova, efficient use of electric and thermal energy, installations and systems for energy conversion from renewable sources in conditions of Republic of Moldova. The Institute also established a Research Laboratory for non-conventional sources of energy. Target audience are non-profit organizations, the building industry, agriculture and small enterprises. Furthermore, it advises the government on specific energy issues, provides energy audits and is involved in the promotion of energy efficiency in buildings.

National Energy Regulatory Agency (ANRE)

ANRE was established in 1997 in order to regulate electricity, natural gas, and district heating sub-sectors and to promote competition in the energy markets. It oversees the application of energy tariffs, and its Tariff Calculation Methodology (TCM) was adopted in June 1999, using a cost-plus system. The agency’s responsibilities include: licensing, tariff setting, establishing quality of service standards, consumer protection and promotion of competition and energy efficiency.

In the field of renewable energy ANRE regulates the renewable energy market; approves tariffs for each type of renewable energy, develops draft contracts for the commercialization of renewable energy and fuels through providing the producers of renewable energy and fuels with a free and nondiscriminatory access to the electricity grid and district heating system, the fuel distribution network and installations, and issues licenses for the production of renewable fuels.

The members of the ANRE’s Administrative Council include a Director General and two Directors that are appointed by the Government for a 6-year term and can be reappointed for the second term. The Agency is financed from issuing licenses.

In the proposed EU/Moldova Action the development of ANRE towards an independent body is set as a goal and is currently being formulated.

State Energy Inspectorate (SEI)

SEI has the technical oversight of all power and heat companies, irrespective of their ownership and production capacity, to assure reliable, efficient and safe power and heat supply. The Inspectorate is a separate entity within the structure of the Ministry of Economy and Commerce, but receives its budget from the state electricity enterprise Moldelectrica.

Energy related organisations

Coordination Council for the Use of Renewable Energy

The Coordination Council is an inter-ministerial entity established by the Prime Minister Order Nr. 0919-25 as of January 01, 2006. The Council is aimed to promote EE and RES in the Republic of Moldova. The Commission is presided by the President of the Academy of Science, includes representatives from key ministries such as Economy, Construction, Agriculture, Environment, and other organizations.

Agency for Innovations and Transfer of Technologies (AITT)

AITT is a public institution with the following main objectives: a) development of the interface between science and production, including renewable energy sector; b) coordination of innovation and technology transfer activities by means of financial assistance, legal and information support, consulting, and promoting international cooperation. The Agency is closely cooperating with the Coordination Council (in actual fact, the Agency is the working body of the Council).

The Carbon Finance Unit (CFU)

CFU was founded by the Decision of the Government of the Republic of Moldova Nr. 899 in August 2005. The aim is to develop the institutional abilities regarding the execution of the Parliament Law of the Republic of Moldova Nr. 29.XV from February 2003, on the adhesion of the Republic of Moldova to Kyoto Protocol on the Convention-framework of the United Nations Organization on climate change. The main objectives of the CFU include monitoring the implementation of 3 CDM projects: (1) 'Energy conservation and reduction of greenhouse gases emissions joint to the Energy II project'; (2) 'Public systems of thermofication through biomass combustion in rural communities of the Republic of Moldova1'; (3) 'Public systems of thermofication through biomass combustion in rural communities of the Republic of Moldova'.

Moldova Energy Project Implementation Unit (MEPIU)

MEPIU was created on the recommendation of the World Bank and a Government Decsion in 1998 to support the energy projects financed by the World Bank. It is the institution which stays in permanent working contact with all players of the process, holds all information concerning the projects, helps direct beneficiaries of the projects to organize the implementation according to World Bank requirements, oversees the correctness of the procurement procedures and the projects’ monitoring.

Alliance for Energy Efficiency and Renewables (AEER)

AEER is a Moldovan NGO founded on May 14, 2007 as a follow-up of the MUNEE program implemented by the Alliance to Save Energy (an USA NGO), under a USAID Project during 2001-2007. The goal of AEER is to contribute to the promotion of strategies and policies in the field of energy efficiency (EE), renewable energy resources (RES) and environmental protection.

Cleaner Production and Energy Efficiency Centre (CPEE)

CPEE is an NGO that aims to increase energy efficiency in industry, district heating systems and buildings. Its target audience are managers and engineers of production and building companies. CPEE is a member of the Moldova Energy Donor Working Group.

The University Center - ENERGIE Plus

The University Center ENERGIE Plus was founded in 1999 and is functioning under the chair of Electromechanics of the Faculty of Energetics of the Technical University of Moldova. The aim of the Center is to promote and stimulate the research-development activities in the domain of large usage of renewable energy resources such as solar, wind, biomass, hydro. An important goal is to facilitate the realization of the principle of economical, ecological and energetical sustainable development of urban and rural localities by implementing plants for the utilization of renewable energy resources.

The Center of Energy Audit (CEA)

The Center of Energy Audit (CEA) was founded within the cooperation between the Norwegian company ENSI® - Energy Saving International and the Technical University of Moldova (UTM). The Centre is offering a variety of activities and services related the each steps of the 'Project development process'. The area of work of CEA includes: seminars, training, energy auditing, various consulting services on Energy Efficiency and Renewables.

Alliance to Save Energy (ASE)

The ASE is an American public-private partnership that is active globally and has a local office in Moldova. MUNEE, co-funded by USAID, is its own project in the region with the aim to develop a regional network and encourage energy efficiency at the municipal level.

 

National Energy Council

The Council is a nongovernmental organisation advising on the energy policy.

REC Moldova

The Regional Environmental Centre-Moldova was created in 1998 on the bases of an agreement between the government of the Republic of Moldova and the European Commission. It is part of a network of similar centres: REC for Central an Eastern Europe (with the headquarters in Szentendre, Hungary), REC from Russia, REC from Caucasus (with the headquarters in Tbilisi, Georgia), REC from Central Asia (with the headquarters in Almaty, Kazakhstan). Its goal is to promote public awareness and increase public participation in environmental decision making process through enhanced co-operation among NGOs, government authorities, local communities, business sector and all other environmental stakeholders at both national and regional levels.
