Responsibilities in Administration

The Croatian Parliament determines and passes the legal framework for the energy sector, receives reports directly from the Croatian Energy Regulatory Council, reviews and approves financial proposals and global energy policy stated in Energy Sector Development Strategy, appoints and relieves the chairman, deputy chairman and other members of the Croatian Energy Regulatory Council.

The Government of the Republic of Croatia

The Government of the Republic of Croatia submits to the Parliament proposals for financing energy needs, establishes the energy policy including principles of enviromental protection, which also includes energy efficiency and energy production from renewables sources, passes certain decisions and bylaws, proposes to the Parliament the chairman, deputy chairman and other members of the Croatian Energy Regulatory Agency, passes the regulation on the financing of the work of the Croatian Energy Regulatory Agency, gives preliminary approval of the Statute and the annual financial plan of the Council and the closing balance of these funds.

Ministry of Economy, Labour and Entrepreneurship

The Ministry of Economy, with its Energy and Mining Devision, is the ministry in charge of energy policy. The Ministry of Economy submits to the Government energy needs and policy proposals, drafts secondary legislation and/or regulations in collaboration with the Croatian Energy Regulatory Council, in order to establish general principles on the basis of which the Croatian Energy Regulatory Council acts.

Ministry of Foreign Affairs and European Integration

The Ministry for European Integration is a co-ordinating body within the state administration, working on the adjustment of the Croatian legal and economic systems to those of the European Union.

Ministry of Environmental Protection and Physical Planning and Construction

The Ministry of Environmental Protection and Physical Planning is responsible for the Croatia's obligations towards the United Nations Framework Convention on Climate Change

Croatian Energy Market Operator (HROTE)

HROTE was established in March 2005 in accordance with the legislative changes related to the restructuring of the energy sector in the Republic of Croatia. The duties of the market operator are set out in the Electricity Market Act. HROTE carries out the activities of organizing the electricity market as a public service. HROTE promotes the development of the electricity market through its operations which are overseen by the Croatian Energy Regulatory Agency.

Local and Regional Authorities

These authorities regulate energy services on local and regional levels, including the production and supply of heat, public lighting and gas distribution, participate in decision making on locations and construction of new power plants, energy networks and other facilities and plants.

Croatian Chamber of Economy: Croatian Chamber of Economy's Energy Association

The Croatian Chamber of Economy's Energy Association includes more than 150 Croatian companies registered to perform energy and other activities. Within the association there are two groups

  • Cogeneration Group
  • Heat and Power Group

The essential role of the Professional Association and its professional groups is to encourage business and protection and promote the corporate interests of the Croatian energy sector. The renewable energy sources group that is active within the Energy Association since 2003, was at the beginning of 2005 restructured into the Renewable Energy Sources Affiliation and has currently more than 60 members. The main aim of the Affiliation is to promote the utilisation of renewable energy sources in Croatia , that would ensure the conditions for faster and stronger activities as well as create conditions for development and application of new technologies and opening of new working places. Energy Institute "Hrvoje Pozar" Ltd

The Energy Institute "Hrvoje Pozar" founded by the Croatian Government, is the central scientific and professional institution in Croatia for global planning in the energy system and its subsystems. One of its main tasks is the elaboration of the strategy of energy development of Croatia through the PROHES Project (Development and Organization of the Energy Sector in Croatia) which was accepted by the Government in 1994.

As Croatia's national energy agency, EIHP is member of the European Energy Network EnR. EIHP is member of the European Wind Energy Association.

Croatian Energy Association

Croatian Energy Association (HED) is an expert association, which gathers, on voluntary basis, experts and scientists in the field of energy industry. The non profit and non government organization is member or the World Energy Council. The headquarters of this Society is located in the same building as Energy Institute "Hrvoje Pozar" Ltd, in Zagreb.

Croatian Gas Association

The headquarters of the Croatian Gas Association, is located in the same building as INA Group – Croatian oil and gas company, in Zagreb.

Croatian Solar Energy Association

The headquarters of the Croatian Solar Energy Association, is located in the building of the Technical Faculty in Rijeka.

Croatian Nuclear Society

The headquarters of the Croatian Nuclear Society, is in the same buiding as Faculty of Electrical Engineering and Computing in Zagreb.

EKONERG Holding Ltd

EKONERG Holding Ltd, is the energy company registered to manage with other companies. Departments of EKONERG are: Energy systems and enviromental protection department, Thermal power unit and industrial energetics department, Inspection and services and plant life extension department, Consulting and engineering department, Information technologies department.

HEP – ESCO Ltd

HEP – ESCO is the first energy service company in Croatia established by HEP Group (HEP is the Croatian electrodistributer company) with initiative from IBRD (International Bank for Reconstruction and Development and GEF (Global Environmental Facility). These world organisations donated 11,5 mil euros for realizing energy efficiency projects in Croatia by HEP – ESCO.

EETEK Ltd

EETEK Energy Efficiency Technologies specializes in designing, implementing and financing cost-savings energy projects. This company operates in Hungary, Slovakia, Bulgaria and Croatia. EETEK's owner is FE Energy Efficiency and Emission Reduction Fund established by EBRD (European Bank for Reconstruction and Development), DEXIA Project and Public Finance and few Japanese investors such as Kansai Electric Power Co., Marubeni Co., J Power Ltd and Mitsui & Co. Europe. Fund has prepared approx. 20 mil euros for realizing cost-savings energy projects in Croatia.

REC Country Office Croatia

There is a country office of the Regional Environmental Center for Central and Eastern Europe, REC, in Zagreb.
