The Dayton Agreement, signed in Paris on 14 December 1995, retained Bosnia and Herzegovina's exterior border and created a joint multi-ethnic and democratic government. This national government - based on proportional representation similar to that existed in the former socialist regime - is charged with conducting foreign, economic, and fiscal policy. The Dayton Agreement also recognized a second tier of government, comprised of two entities - a joint Bosnian/Croat Federation of Bosnia and Herzegovina (FBiH) and the Bosnian Serb Republika Srpska (RS) - each presiding over roughly one-half the territory.
The Federation and RS governments are charged with overseeing internal functions. The Bosnian/Croat Federation is further divided into 10 cantons. The Dayton Agreement established the Office of the High Representative (OHR) to oversee the implementation of the civilian aspects of the agreement.
The High Representative, who is also EU Special Representative (EUSR) in Bosnia and Herzegovina (BiH), is working with the people and institutions of BiH and the international community to ensure that BiH evolves into a peaceful and viable democracy on course for integration into Euro-Atlantic institutions. At its February 2007 meeting, the Steering Board of the Peace Implementation Council, the international body guiding the peace process, concluded that the OHR should aim to close on 30 June 2008. In the intervening period, the OHR is working towards transition – the point when BiH is able to take full responsibility for its own affairs. At the same time as the OHR is preparing for its closure, the European Union is increasing its commitment to BiH. The EUSR, who has a mandate to promote overall EU political coordination among other things, is currently developing an office that is co-located with the OHR and will remain in BiH after the closure of the OHR.
The organisation of the energy sector is in accordance with the recognised entities and is coordinated at the state-wide level by the Ministry of Foreign Trade and Economic Relations (MOFTER).
Government of Federation of Bosnia and Herzegovina
Federal Ministry of Energy, Mining and Industry
Scope of activity: implements the policy and enforces the laws as determined by the legislative body, executes the administrative supervision of implementation of the laws and other regulations, enacts regulations for implementation of the laws and other regulations, proposes and gives recommendations in the field of legislation, answers to questions of the legislative authorities, performs other tasks of administrative and professional nature as set out by the laws and regulations.
One of the sections in this Ministry is the Section for Energy responsible for defining an energy strategy of the FBiH with the possibility to extend it also to the whole area of BiH.
Federal Ministry of Environment and Tourism
Law on Amendments to the Law on Federal Ministries and other federal government, established the Federal Ministry of Environment and Tourism ("OG of FBiH ", 8/06).
Scope of activity: performing administrative, expert and other tasks falling under competence of the FBiH related to: air, water and soil protection; drafting environmental strategy and policy; air, water and soil quality standards; ecological monitoring and control of air, water and soil; drafting of development strategies and policies in area of tourism and catering activity; monitoring of tourist flows and trends in local and international markets; directing the long-term development of tourism within the economic system and other tasks as set out by the applicable legislation.
One of the sections in this Ministry is the Section for Environment responsible is to define the environment strategy of the FBiHwith the possibility to extend it also to the whole area of BiH.
Republic of Srpska Government
Ministry of Economy, Energy and Development of RS
Two units of the Ministry have energy related responsibilities: the section for energy resources and the section in charge of the electricity utility sector.
Scope of activitiy: administrating the electricity policy; planning and administrating the electricity strategy; electricity balancing and long term planning, security monitoring and quality of electricity supply, internal electricity market development; exploitation of resources for electricity generation; power plant development and erection; energy efficiency promotion and conduct of energy efficiency; promotion of renewable energy resources; participation of activities in the energy fields and using natural resources on international plan levels; all business affairs related to coal, natural gas, oil and biofuels.
Ministry of Urbanism, Civil Engineering and Ecology of RS
Priorities of this Ministry regarding ecology are laws on the protection of environment including a national activity plan for environmental protection and climate change activities. The Ministry is representing Bosnia and Herzegovina in the Kyoto protocol.
The Government of Brcko District
The Brcko District was established after an arbitration process undertaken by the High Representative for BiH. According to Dayton Peace Accords however, the process could only arbitrate the disputed portion of the Inter-Entity Boundary Line (IEBL). The Brcko District was formed of the entire territory of the former Brcko municipality, of which 48% (including Brcko city) was in the RS, while 52% was in the FBiH. After the war, the EU has maintained a diplomatic peace-keeping presence in the area.
In 2006 under the Supervisory Order all "Entity legislation in Brcko District and the IEBL" were abolished. The ruling made by the Brcko Supervisor Susan Johnson abolishes all Entity Laws in the District also abolishes the Entity Border Line. The ruling makes the Laws of the District and the Laws of the State of Bosnia and Herzegovina (including the laws of the Socialist Republic of BiH) paramount within the District.
Brcko was the only element in the Dayton Peace Agreement which was not finalized. The arbitration agreement was finalized in March 1999 resulting in a "district" as mentioned above which was to be administrated by international representation with ambassador status.
The Assembly of Brcko District enacts and adopts the laws, among the others related to energy and environment.
Bosnia and Herzegovina – Council of Ministers, Unit for Economic Policy Planning and Implementation of BiH Medium Term Development Strategy
The aims of this Council are:
- Preparing the BiH Development Strategy 2008-2013 in coordination with its Directorate for Economic Planning (DEP), with the inclusion of entity governments, NGO sector, academic community and social partners. First part of the document elaborates the methodology for strategy development. The macroeconomic framework is defined. The strategy defines 6 strategic development objectives for BiH: (1) Macroeconomic stability; (2) Competitiveness; (3) Employment; (4) Sustainable development, incl. environment and renewable energy resources; (5) EU integration; (6) Social inclusion. These objectives have been defined by taking over the objectives of all relevant strategies, objectives defined in EU accession and unaccomplished objectives form the previous development strategy (BiH MID Term Development Strategy 2003-2008).
- The Council has to submit the status of the strategy to the Parliament of Bosnia and Herzegovina.

ENERGIS
Center for Education and Raising Awareness of Energy Efficiency - Energis is a non-profit organization dedicated to promoting energy efficiency, clean energy, a healthy environment, and its impact on the economy for BiH. It is aiming to be Bosnia’s premier advocate for the rapid adoption of energy efficiency and clean energy alternatives. They are intending to be an active participant in public education and population outreach, as well as legislative and regulatory affairs.
Their goal is to have a diverse membership including: non-profit environmental, public health, economic development, and consumer advocacy organizations, academic institutions, consultants to the clean energy sector, and private companies that produce or sell renewable energy technologies or energy efficiency services.
CETEOR (Center for Environmental Technological Development)
A private organization company established in Sarajevo 1992 whose activities have a focus on sustainable development. CETEOR is working in a network of national and international partners.
CETEOR has implemented its activities in following areas so far:
- Evaluation of the effect on the environment by the energy and technological plants, as well as traffic;
- Introducing the System of environmental management to the organizations;
- Audits of System of environmental management and health and safety at work;
- Air quality management;
- Chemical safety and
- Risk management.
CETEOR implements its activities in aforementioned areas by using products/services outlined below:

- Other consultative services in the are of environment management

The Center for Ecology and Energy
The Center for Ecology and Energy Tuzla is a Bosnian-Herzegovinan non-governmental organization that encourages sustainable development in the field of environmental protection, utilizing a combination of educational and practical work with cooperation at all levels of society and investment in the people's resources.

Regional Environmental Centre - REC Country Office of Bosnia and Herzegovina and REC Field Office Banja Luka
It was established 1997 in Sarajevo, being a part of an international organization.
The REC country office provides a full range of services to NGOs in terms of financial support, capacity building and information in the environmental field. It is also a focal point for the international donor community. It is regularly contacted as a source of information and knowledge on the environmental situation in Bosnia and Herzegovina. Donors of projects are: World Bank and Open Society Institute, Bosnia & Herzegovina.
Foreign Investment Promotion of Bosnia and Herzegovina (FIPA)
FIPA is a government agency providing free information and contact services for foreign investors evaluating investment opportunities in BiH. FIPA offers practical assistance at all stages, from initial investment planning to full implementation, to make any foreign investment project in BiH a successful event. All services for foreign investors are free of charge and on a confidential basis FIPA provides investors with information related to BiH business environment, especially those about available investment projects, suitable business and cooperation partners from BiH and about companies in the privatization process.

Energy related funds and programmes
According to the “Official Gazette of FBiH” 33/2003, the Government of Federation of Bosnia and Herzegovina has established a Fund for Environmental Protection which purpose is to finance and support projects reducing emissions and improving the state of environment. One part of this Fund is for renewable energy projects. The Fund is endowed from penalties for pollutants (vehicles, industry, energy plants etc.).
